One issue that appears to be developing is that the weather warning was sent out:
1) Many did not receive.
2) Local authorities didn't do anything once the warning went out.

Again, this doesn't look like a Fed issue, but a state one (Texas, not the New Mexico flood).

The flooding in Ruidoso yesterday was devastating and horrible. But Ruidoso has always been prone to flash flooding during our monsoon rains. Since the devastating fire last year and another a few years ago, the burn scars make these much worse. Yesterday's flood was the worst anybody can remember.

Meanwhile most of the state has not had enough rain to break our very long drought.

I think Mother Nature needs a new weather distribution system. I don't think we can blame Trump for that.
