The size of the base you're talking about needed to keep out invaders and keep the locals from rising up sure as hell would count as an occupation.

Well let's see right before "The Surge" we had 132,000 troops in Iraq. "The Surge" was Bush's answer to the turmoil in the country that 132,000 troops could not control. So we went up to 150,000 troops and took back some of the areas we had lost and brought things to a bit of an equilibrium. If you can call daily American casualties and the hatred of the Iraqi people "equilibrium."
