1)it was saying Charlie was more forgiving, perhaps naively as that mantra always gets the "better man" killed and evil to continue to reign.
2)It's not Trump witholding assistance or aid to opponents and their states like Dems did, context therefore is political resistance, sabotaging, lawfare, propagandist politicians and media and destructive activist orgs, not the voters.
