Ok. They all agreed to it....it was a political agreement, with built in checks and inspections and 3 major things agreed upon that if Iran broke 1 of them then the deal was off and sanctions and punishment would follow.

It became a UN RESOLUTION as the power, with no needed signatures from anyone in the political group. Congress reviewed it and could not pass a measure to stop it in the senate in the 60 day period allowed by law so the Obama administration was allowed to legally proceed with the agreement.
