I take this to mean that a bully can just beat up and take someone's lunch money because, according to his light, his action is justified.

That might indeed be the case, however, to any outsider, 3rd party observer, they can tell that the bully's action is morally indefensible. He can justify his bullying to himself, but not to others. The very same is the case when we are dealing with the US's strike on Iran.

You left out the part where the country being attacked has been threatening the attacking country for the past 47 years and funding proxies to attack the attacking country’s citizens and allies.
