That's a lie. The Vice President can't declassify the documents, only the President can. So only the President can declassify them and take them himself. The VP would have to ASK the President to declassify them to take them IF the President agrees. The VP otherwise cannot remove them from the White House.

Senators that have the right level of clearance can take classofied material to their office. The Senate also generates it's own classified material as do agency heads AND they both classify and declassify it if they originated it.

What looks happened with Biden and Pence is carelessness in packing things up when leaving office. That isn't good, but unless there was intent, it doesn't rise to the level of a crime.
