Well, that's not true. We are leading a proxy war against Russia. We're not on their Christmas card list anymore. I believe my option one was fairly accurate. You can't expect Russia to make any fair trade for Griner, therefore, a "competent" state department could not get her back without giving the store away, in which case I would not refer to them as being competent.
