So? An EO can't override a law passed by Congress, and Congress can override a Presidential EO with a law. However, while no president can unilaterally withdraw from NATO, they can simply not come to their aid if they are attacked. Also, the only time NATO's article 5 provision was enacted it was to support the USA after 9-11, and they stood beside us for twenty years of our war on terrorist.Presidents issue executive orders all the time.
