Instead he fired a single shot to deal with the rioter breaching the barricade.
That is demonstrating exactly the opposide of panic. The application of lethal force against only the single individual to the extend required in the situation, the shot stopped the mob for the critical seconds necessary. It shocked them giving time for law enforcement reinforcements to arrive up the stairwell behind the mob.
(I'm not saying he wasn't scared, any reasonable person being the last law enforcement officermaning the last barricade before the violent mob would be able to get their hands on the civilians you have sworn to protect would be scared. But there is a difference between scared and "panicked".)

Look at this video, if babbit was 5 feet tall, those windows are probably 3 feet tall, you can see when whe crawled up into the windows, she wasn't crouched too much, she was pretty upright, her chest was exposed.
There wasn't a need for Byrd to be aiming up that high. At 6 feet away, he would have had a center mass shot.
