Ethnic cleansing is killing off a group. The Palestinians have been nomadic since their creation.
They move. That's what they do.
1) You don’t seem to have a problem when all the Arab countries did it to the Jews, who, btw, were doing them no harm - as opposed to the Gazans who overwhelmingly want Israel to be driven into the sea.
2) The Jews aren’t ethnically cleansing Muslims. Muslims are 20% of their citizens.
Especially when they launch a war at another people, and the response levels their homes.

That really depends on several things.
The first is the element of choice. You can deliberately conditions so bad, by design, that people have no choice. That isn’t exactly voluntary.
In terms who is forcing what, this all a proposal that likely will not go not go anywhere as it is. But from what Trump has said, it does not appear to include the people of Gaza.
