A smart president would have leveled with each agency and said in order to make things work better each department must cut it's staff by 50% . They would have made sensible cuts that don't disrupt the country or services the people need. Again the three branches of government , legislative , executive and judicial should be given the same mandates. That would cover everything.

We have no income tax in Nevada and there are plenty of other states that don’t have it either. Nobody is starving in the streets because of a higher sales tax in lieu of it.

8 states only, have no state income tax. most all states also have a sales tax, I believe, but a handful....5.

When you add a federal sales/Vat tax, plus the tariff tax, to the state sales taxes, it becomes a bit too MUCH, .... mostly for the poorest and middle incomes, who already spend all that they earn....imho.

Right now these lower to middle income people pay no federal income tax because they don't earn enough over the standard deduction etc, adding the increase in tariff taxes plus a federal consumption tax brings their total tax burden beyond what they can bear, again imo.
