The Attorney General or those who work for him can ask a Grand Jury to charge someone with a crime, but even those who are arrested are not officially charged with a crime until the Grand Jury meets. Second, the Federal Government cannot charge someone with violating a State Law, such as murder. Therefore, the Justice Department is running a concurrent investigation, while the State still proceeds with its investigation. I pity your ignorance.
