New York City has always had a lot of crime but no troops were sent in. As well as other large cities

Yet Trump is the only one who wants to send in the troops. Yes if there are riots then that is different as their is wide spreed damage and numerous people.

If there was a riot then fine but there is no riots. He wants to use the military to control crime.
