Start small and work your way up. If you lock up one doper for 30 days, it's one doper off the streets and 30 days where he or she doesn't commit a crime or pay a drug dealer. Check around for empty jail cells, arrest accordingly. Hospital EDs are a great place to make arrests, at low cost to the city. No treatment, just 30 days jail time. If this drives the dopers underground and they die from lack of intervention, so be it.

Years ago a friend and I were arrested and put in the county jail for the weekend. The cells held 8 people. I was the sixth, leaving two beds empty. My friend was put in a different cell meaning there was also a free bed in another cell. By Sunday only four of us remained leaving four free beds. So, while prisons may be overcrowded, city and county jails are probably not.
County jails in California are crushed by prisoners serving more than 3 months ( some 15+ months ) and in the 1959 America of the past they would have gone off to a prison to serve their terms
Shop ‘em off to Florida where it’s nice and warm all year long.
Nevada or Idaho or Utah seem logical ( for large Facilities operated by the Government

Our jails house lots of low risk "Huber Law" offenders that work during the day and return to the jail at night, so prison isn't helpful.

Now imagine instead of locking up addicts in concentration camps we got them treatment and they became productive citizens.

No need to chase. The EDs are full of them. Drug use is illegal.

Most don't need treatment per se. Just time to clear the drugs out of their bodies. Once clean they can go back to work.

Both me and my friend were found innocent of the charges. The justice system got it wrong (surprise). I'm still waiting for an apology.
 
This is huge. The status quo, where the goal was to get these people back into society, has clearly been a massive failure.

I have been supporting this idea for years. It is cleary the right answer. THis could save thousands of lives. And reclaim our cities.

Hell,l maybe bring back the 24 hour donut shop and grocery stores.

Most of the points sound like punishment. Where are the efforts to lift people out of their situation?
They must be removed firm the street and evaluated for mental illness. Most do have a chronic mental disorder. Those that do must have treatment mandated for life. Once stable they can be treated out patient but cant refuse treatment. Part of the treatment must be support for jobs and training
