The delaying of the arrest has purposely sowed confusion, which defuses the protests to some extent.
And proposals such as this and some of the others are causing division in the ranks. I can be expected that the government would be deliberately proposing various ideas for their cause of keeping the protests small and divided up over many different strategies.

Trump needs a concentrated effort with thousands demonstrating at one big event. With this government tactic that could be impossible now.
