If you read that article one of the things that jumped out at me was that if a felony is downgraded to a misdemeanor then it isn't counted as a "violent crime"! So you've got all of those George Soros DA's pleading down cases to slaps on the wrist and then patting themselves on the back for the decrease in violent crime. Then people stop calling the Police and the Police stop caring because those same DA's are putting the bad guys back on the street before some of their victims are out of the hospital! Why bother reporting a crime when you know that thug is going to be right back on the street in a matter of hours?
