No they didn't. The HOUSE does not have the power to alter their Constitutional limits with an internal vote! If Crazy Nancy got a rule passed that made her Queen, would you then argue that we all have to recognize her as Queen?
Read the const. The House sets its own rules as does the senate...
And rules bind ONLY the House or Senate. House rules don't even bind the Senate, much less a co-equal branch of government.

Congress cannot, under the guise of an investigation, usurp the power of another branch of government. It cannot investigate matters where the means of redress is purely judicial. Nor can Congress investigate matters committed to the President’s discretion.
Congress lacks the authority to bring criminal charges or otherwise initiate a criminal prosecution. Congress may refer the matter to the
Department of Justice for investigation and, potentially, prosecution.

The GOP has NEVER launched an impeachment inquiry without a full HOUSE vote. Only THE HOUSE has impeachment authority, no subgroup in the House holds this very important Constitutional Power.
