In my post #58, It was clear that POTUS's as far back as Jefferson made modifications to the WH without congressional approval. The east and west wings were added without that approval. Read and educated yourself. Your ignorance doesn't need to be permanent.

Neither President Franklin D. Roosevelt nor President Gerald Ford required congressional approval for the construction of the White House swimming pool. Roosevelt's indoor pool was built in 1933, and Ford's outdoor pool was funded entirely by private contributions in 1975.
