In my post #58, It was clear that POTUS's as far back as Jefferson made modifications to the WH without congressional approval. The east and west wings were added without that approval. Read and educated yourself. Your ignorance doesn't need to be permanent.

Neither President Franklin D. Roosevelt nor President Gerald Ford required congressional approval for the construction of the White House swimming pool. Roosevelt's indoor pool was built in 1933, and Ford's outdoor pool was funded entirely by private contributions in 1975.

Executed by architectural firm McKim, Mead & White, this project modernized the residence and relocated the President’s offices from the Second Floor to a newly built, temporary Executive Office Building

Following a 1948 engineering report finding the Executive Residence in danger of imminent collapse, Congress approved funding for a comprehensive reconstruction in 1949. President Harry S. Truman oversaw the gutting of the interior, leaving only the outer stone walls standing, while adding a new steel frame, modern foundation, and two sub-basements, completing the project in 1952
