He's failed, he thought that this apparent imminnet threat of resuming bombing would scare the Iranians to fly to Pakistan and sign some dumb agreement.

They didn't do as he'd hoped and so he realized that he needs to save face and so that's what he's tried to do and imply he was doing Pakistan a favor.

He's sending clear messages of hesitancy and uncertainty to the Iranians, they know they have a lot of power here.

Well it's important (I think) to recognize that his threats have had no effect on the Iranians, they didn't attend any meeting and the ball was in trump's court to follow up on his threats, he didn't and the Iranians will not see that as a sign of strength - IMHO.
