Maybe you just don't understand. I'll help.

My wife is a physician and is required to renew her licensing every x number of years. Those younger than her do not have the same requirement. They take it once and they are good forever. My wife has taken it many times over the years. If my wife chose not to take it when it was due, she would not be licensed. That would not make her less qualified to make medical decisions, particularly in a job like the Surgeon General, that does not require those decisions to be made. It is an executive position for someone that has medical knowledge. Clearly this Stanford MD grad has that.
