The Supreme Court has never upheld an interpretation that allows the federal government to exclude non-citizens from the decennial census for purposes of apportionment. In fact, legal precedent affirms that:

All persons residing in the U.S. must be counted, regardless of citizenship status.

The U.S. Constitution mandates counting the “whole number of persons” in each state for apportionment.
This does not permit restricting the census count to only U.S. citizens.

Any attempt to exclude non-citizens would almost certainly face significant constitutional challenges and is inconsistent with existing legal interpretation.

Again, that exception applied ONLY to Indians Someone from Mexico, El Salvador, Phillipines, China, Germany, South Sudan - wouldn't qualify as an Indian in any way.

Counting illegals aliens in a census, is just as illegal as them crossing the border illegally
 
The solution would be to simply exempt the illegal data count from the equation that creates the congressional districts.

That isn't a simple solution. It would require an Amendment to the 14th Amendment which specifically says "whole number of persons".

Didn't say they weren't. But the CONSTITUTION exempted them for a time considering Indian Nations to be (a) non-citizens, and (b) living in their own sovereign nations.

Not necessary to amend the Constitution
The Constitution didn't get amended with all the various changes to the 1st amendment of free speech. They simply were written into law (ex slander, libel, perjury, threats, copyright infringement. Inciting a riot, etc)

I don't have an issue with what Trump wants to do. I get that some might see it as controversial, but on the surface, it's just data. Are people worried about us knowing the truth?
When the census impacts how many House seats each state gets, it's not 'just' data. It has an enormous impact on how the democratic process behaves nationwide.

Trump is going facist. He is certainly not respecting the Constitution or the law.
Trump is responding to the fascists who attempted to destroy and even kill him. With illegals he is following codified law. It is terrible I know. Then again Progs did this.
