Normal procedure is a neutral court in a suit against the govt.....decides.

THEN the govt could use a kitty like this to settle if the person bringing suit wins.

This board and dispersion without congress legalizing it to be done without a suit in a court, is unconstitutional imo and against the law written by congress on it.
