He broke the law, missy. He should get 4 years. No one violated his rights--his INTENT was to obstruct the proceedings until he got there. RESOLUTION
Censuring Representative Jamaal Bowman.
- Whereas, on September 30, 2023, as the House of Representatives was considering legislation to avoid a cession of appropriations and shutdown of government, Jamaal Bowman, the Representative from the 16th District from the State of New York, pulled a fire alarm to obstruct the proceedings of the House;
Whereas the District of Columbia Criminal Code Section 22–1319 makes knowingly causing a false alarm of fire a misdemeanor punishable by fine or imprisonment up to six months, or both;
Whereas section 1505 of title 18, United States Code, forbids anyone from corruptly, or by threats of force or by any threatening communication, influencing, obstructing, or impeding any pending proceeding before a department or agency of the United States, or Congress;
Whereas the actions of Representative Bowman forced the evacuation of the Cannon House Office Building and disrupted the work of the Congress as a vote was underway on the floor of the House; and
Whereas the interruption of official proceedings of Congress by pulling a fire alarm was a theatrical attempt to cause panic, therefore endangering the safety and well-being of members of the House, of staff, and members of the public on the Capitol grounds: Now, therefore, be it
Resolved, That—
(1) the House of Representatives censures Jamaal Bowman, Representative of the 16th Congressional District of New York, for violating District of Columbia Criminal Code Section 22–1319 by knowingly causing a false alarm of fire in an attempt to obstruct official proceedings of the House;
(2) Representative Jamaal Bowman will forthwith present himself in the well of the House of Representatives for the pronouncement of censure;
(3) Representative Jamaal Bowman will be censured with the public reading of this resolution by the Speaker; and
(4) Representative Bowman shall be removed from all committee assignments forthwith and prohibited from holding a seat on any committee of the House during the One Hundred Eighteenth Congress without a majority vote of the House of Representatives.
