The establishment of the fund was part of US President Donald Trump's settlement agreement to drop his $10 billion lawsuit against the Internal Revenue Service (IRS).

The fund will be authorized to issue formal apologies and provide financial compensation to claimants, with any remaining funds after the program ends reverting to the federal government.
