I am not sure what you are trying to get at. Are you trying to pretend like we arent spending $1.2T on infrastructure even though I linked you to spent money and to be spent money?none of those are actively being worked, your link stated so.

It's about 70% obligated and about 40% outlayed. These are multiyear infrastructure projects that require years of planning. As long as the 70% obligated gets to 100% over the next 15 months it will get spent. It only has to be allocated as an obligation in order to be reserved for spending. The 40% will grow as the obligated actually gets used. Some will take 10 years.Maybe check how many projects have actually started.
