Because his base cannot go below 30%, and he will sign anything McConnell and Ryan send to him - he literally HAS to sign it because he cannot get anything he proposed on the campaign through congress - they can pass this tax bill that ***** the middle class and NOBODY pays attention, because Trump is the only thing the public wants to hear about.
