They don't train on moving targets. Also, handguns aren't that accurate to begin with. Also/also, most cops and crooks as well only hit their target 1 of 10 shots (I made the up). I recall a shootout between a cop and bad guy where 40 shots were exchanged at close range and nobody got hit.

A friend of mine "sadly passed away" serving in the U.S. Secret Service for two decades, would strongly disagree with you.
