And I can understand that maybe what was tattooed did some how represent ms 13 in code that the group may use...

So, I did a pretty solid search in images of tattoos representing ms13 and could not find a single one with the graphics on his fingers...not a one!

I didn't use any kind of A/I to help me though, so maybe they could? But A/I just ain't my thing. Maybe someone else might want to try?

Regardless, further investigation should have been done before making that claim that his finger tattoos represent ms13, let alone the photoshop. Like, what year did he get the tattoo? What was going on in his life at the time? Where did Garcia get the tattoo? Is the guy or gal that did the tattoo still around? Does he remember what Garcia told him about the graphics he wanted?

The administration using a photocopied image, as Trump did...is such an abuse imo, to do such to smear someone, anyone, illegal, a criminal, an asshole, a wife beater...whomever, should not be accused by the President in public to sway the public, let alone doing so without any solid evidence or all of the facts.
