Yes, he tried to work out a peace agreement. To be fair though, the peace deal was done prior to Xiden surrender when these 13 marines were killed.

Presidents thoughout history though have worked out peace agreements wiht countries that killed our soldiers, that's what happens at war. The only difference here, is that Xiden and Harris were elected and did not require the Taliban to meet their obligations, before they surrendered. Harris and Xiden surrendered to the people that killed millions of people.
