Now, that's a good laugh. Linick passed on to Congress a "dossier" that was seemingly a weird, disorganized, paranoid work of hyperventilating fiction, and as useless as it gets. It was first delivered to the White House, passed on to Pompeo, who apparently dropped that "thing" into the IG's lap, who then, in the context of the impeachment inquiry, saw a chance to get rid of that "thing". So it ended up with Congress.
We also know what it was, and where it came from. That was the work of that noted super investigator, the world class sleuth, rummaging through Ukraine for months to come up with a pile of useless bullshit, the most sincere and honorable Mr. Giuliani.
