According to Morrison, who is now a senior fellow at the Hudson Institute, “It is this reorganization that critics have misconstrued or intentionally misrepresented.” Unless Joe Biden doesn’t understand the difference between “consolidation” and “elimination,” he is among those intentionally misrepresenting the facts.

You could be right. It is just a damned shame his new streamlined reorganization did such a shitty job. When management reorganizes and streamlines, it is important to do quality control and review to make sure basic functions are carried out in the organization. Apparently, his entire staff was absent when it was discussed in organizational effectiveness and management classes those many days in college.
