Sending troops into Mexico to fight the Narco-Cartels would be an act of war, unless we are invited in by the Mexican gov't.
Using our troops to secure our borders is the correct thing to do. Even Mexico does that on their Southern and Northern borders.
Customs and ICE are then only required at entry points.

Why? My ship got a Presidential Unit Citation for drug ops in the Caribbean in 1985-86. Spent several months chasing smugglers along the coast of South America. Everybody knows we do it. We usually don't advertise invading countries and blowing their drug labs and people to smithereens! That doesn't mean that we don't! Advertise it, that is.
