I do not think any place in or near Sacrament has it for less than $4/gallon, and prices over $8 have been reported, within the last year, in some of the more obscure parts of California.

If Trump's remarks aren't strictly accurate with regard to current gasoline prices, the general gist of what he is saying is absolutely correct.

1. OPEC in the last half of the 2010's countered the American fracking oil production through cheap prices.
2. COVID reduced demand.
3. With the above, American oil companies value didn't keep up with the market. With recovery, CEO butts were on the line to increase shareholder value.
