I heard Dotard make remarks about this while I was listening to the radio. He said the federal government can't afford paying for the social safety net programs any longer. The states need to do that.

The material effect, either higher federal taxes or a higher federal deficit. For the states, higher taxes to pick up the slack in safety net programs. So, higher taxes for state and federal tax payers to fund the Pentagon's wasteful wars with less economic security in their lives.
