Consulting this congress would be like taking out an advertisement in the Teheran Times that we were going to attack this evening.It's an old argument. We have not declared war since 1941...and yet we call it the The Korean war, Vietnam war..the Iraq war etc.
The President has 90 days..while other Presidents have had the courtesy to consult/inform Congress---They don't really have a say until the 91st day--even then...they have to be able to override a veto if they decide to shut the President down.

Trump used the 2002 AUMF to justify the assassination of Iranian General Qassem Soleimani in 2020.
