Before the US had a Navy we paid tribute to the Barbary pirates. It got us repeated attacks, endless kidnappings, and showed the world we couldn't defend ourselves.

So, we finally built a navy. It took a few years, and we killed a lot of pirates, but eventually they figured out that you don't screw with America.

We didn't have any real problems for decades after that.
