Actually, Biden passed legislation which has kicked off a significant increase in factory construction, for which Trump will inevitably take credit. And then there's the CHIPS Act for which Trump will also take credit for the result.

Democrats have a horrible record of accomplishing things.
What factories did Biden build, they never even get permitted under democrats.
Obama had Solyndra and the initial Obamacare rollout that was a train-wreck
Biden had a record of canceling projects (KeystoneXL, ANWR, LNG terminals, etc) but a long record of stealing from taxpayers.
(Bi-partisan) CHIIPS Act has the money disbursed, but no construction yet, its all in design and permitting.

Who benefitted from the CHIPS Act?

He didn't blink, he's been extending these already to hash out the deals which takes time. He actually waited to extend these until everyone was coming to the table with verbal agreements.
Why would you want him to punish those who are gonna make a level playing field? He did say first to come to the table get's rewarded, the time extension is to give them enough time to dot the i's and cross the t's and get a deal signed. It takes time because they have to consult industries etc just like we did.
