Trump Ballroom Unlikely To Be Built

No, the tore down the walkway. So the connection was severed. They will build a NEW walkway. If the bunker is secret, you wouldn't know about it. Look at photographs, it and the walkway were totally demolished and removed.
We can argue that since it will be connected to the WH, it is a renovation to the East Wing, not a new building.
Preemptive pardons would be an interesting pissing contest.
#1 There is no such thing as "preemptive pardons" for future crimes. Pardons are for crimes already committed.
#2 It would be interesting if that were to piss off Congress enough to actually take action. Such as canceling the business licenses and various certifications of the business entities involved. Under the US Constitution Congress has control of the district (Article I, Section 8) so if Congress were to suspend the ability for the construction firms to perform actions, that would be a civil matter beyond the Presidents pardon powers (which are for crimes only). Congress can't agree on what day it is, they would never agree to punish contractors for building a new ballroom.

With all the ongoing lawbreaking in the US particularly with regards to violations of immigration laws, how important is it that we interpret this rule so narrowly as to stop construction that everyone knows must be completed?

You can't expect everyone else to follow the law if you have a law-breaking President, can you?

There's no reason to complete this construction. In fact, it would be better to just repair the damage he's done and leave the rest as green space.

I am not convinced that lying leftist TDS agents of the democrat mob are telling the truth about American approval of the new ballroom.
 
And now we are finding out that many of the donations to the ballroom fund were illegal.

A federal appeals court said Saturday that President Donald Trump can move ahead for another week with construction of a massive new White House ballroom while judges consider the project.

The 2-1 order from the DC Circuit Court of Appeals is a temporary win for Trump in a protracted legal fight over whether he has the authority to build the ballroom on the site of the former East Wing without express approval from Congress.

#1 The Obama Library Foundation is a private entity, the "taxpayers" in Illinois and Chicago were intergral in the development plans and are providing infrastructure. The Foundation couldn't "shift" costs to Illinois/Chicago without their approval since legislation was passed to fund the infrastructure changes.

#2 Trump isn't "renovating" the White House. He raized an entire building to build is "beautiful ballroom" as a memorial to himself. However one catch, the LAW says that he can't do that without Congressional approval and Congress has not provided such approval.

#3 No cost to the taxpayers is BS, who do you think is going to maintain this? Are the donations going to support ongoing maintenance and operational costs?

If the WH budget is not increased for the new ballroom, the budgeted maintenance for the East Wing should cover the maintenance of the Ballroom.

#1 The appeals court asked the District Court for more information on some specific questions they had. Don't know the status of such a response right now and we may not know until Friday.

#2 The Appeals court extended the District Court judges stay from being effective April 14th to April 17th. With no further action by the court the District Court Judges stay goes into effect on April 18th.

#3 However, my reading - which could be wrong - is that the stay only impacts the above ground ballroom, below ground construction of the below grade facilities would be allowed to continue during further litigation.
