Terrorists like to use "human shields" around their bases. The "girls school" was designated as a military target because it was among other legitimate military targets. Schools should be located away from military targets.

I remember in Baghdad, Iraq, people were hiding underground in a "command center" that was targeted, 408 civilians were killed. Civilian deaths unfortunately happen, but the US does not deliberately target them.
