Terrorists like to use "human shields" around their bases. The "girls school" was designated as a military target because it was among other legitimate military targets. Schools should be located away from military targets.

Don't we construct our bases the same way? Don't we have schools literally yards next to military bases and buildings to support families of servicemen and women? Don't we have hospitals on the same said bases? I guess this means we're using them as human shields as well.
