He didn't tell them because the attack was an act of War requiring Congressional approval. If he had told them that I am going to invade a foreign country and capture their president, Congress would definitely get involved.

Every president attacked someone, they do not require congressional approval unless it lasts longer than 60 days.

I just looked that up and found that he has imposed some punishment on Russia while oddly sucking up to Putin. Of course, declaring sanctions isn't the same as imposing sanctions, and we know Trump loves and admires Putin.

Leading me to ask another question, similar to the philosophical one that begins "If a tree falls in the forest........" In practical terms, if the government breaks the law, but there is no one to enforce it, has the law been broken?
