More women are arrested for flashing boobs in NO than men, thus why the media wanted to use that particular part in their show, it would make higher ratings.

The mayor in NO only recently started having those laws strictly enforced and for many years they were very laxed, during which time the police often allowed many things pass (even men flashing themselves was not uncommon). This was done because someone had made it a tradition to toss beads at someone of the opposite gender flashing you one of two body parts.

Police endure many insults of many types, but only arrest a criminal for their actual crimes. Yes even lewd and humiliating insults of a wide variety.
