The mayor in NO only recently started having those laws strictly enforced and for many years they were very laxed, during which time the police often allowed many things pass (even men flashing themselves was not uncommon). This was done because someone had made it a tradition to toss beads at someone of the opposite gender flashing you one of two body parts.
