Well, he was a public worker, he had to pass a test and everything. But like most public employees, he can't wipe his own ass without help.

When I was running my environmental cleanup company I had to deal with bureaucrats all of the time. Ten percent were awesome, but they never lasted long because they got tired of idiots like Rye, and left to go work in the private sector. Usually for less money, but far more satisfying work.
