As to the federal Congress, so they write the law (who approves it?) with the aim of them not being prosecuted and collect millions of dollars in cash. Do they report that to the IRS?

Just do away with 50 states and reduce the number to 12, using the Federal Reserve districts as a guide, then have those districts elect their own internal Houses, and have those Houses elect 2 Senators each, and 10 lower House seats each, for a bicameral Federal Legislature. Each of the 12 district Houses can also propose Federal legislation via their House Reps., and have ratification rights.

Or just deport scumbag Democrats, anchor babies, criminal illegal aliens, angry bedwetting dopehead Burb Brats, and fake 'refugees', limit immigration to the same quotas passed in 1920 and 1924, and get the population back to a sane level, about the level of the late 1950's and early 1960's would be best. Require literacy and civics tests to vote.

You get more members, you get more seats that are competitive, and then you get people who will actually try to govern; because they will have to.
