none of the rules for the House or senate are in the Constitution they are free to make them as they wish which IS in the constitution.

That is up for discussion. Neo-Marxist Democrats lost badly in this 2024 Election cycle.
All their bluster for ending the Filibuster and packing the Supreme Court was to push their agenda.
Now they're backing off because it would not favor their minority role, which will be four years and hopefully at a minimum of the next twelve years..
