They did not change them on a whim. Michigan's no excuse voting law was passed by voters in 2018. In Wisconsin, the same rules were used for 2016. Arizona has a long history of voting by mail. Pennsylvania's no excuse absentee balloting law was passed in 2019. Georgia's laws were passed before 2020 as well.
