The high winds have been there for hundreds of thousands of years. They are a known quantity.

What COMPETENT people do is make sure they don't have 100 fire engines not functioning, and instead of leaving a critical reservoir empty for almost a year, they fix the cover that was damaged in the DAY that it actually takes, instead of sitting on their hands jerking each other off.
