Nothing in your quote talks about all white people being racist. Race was culturally invented to oppress people of color. It's not a theory that has any bases in biology. People are different shades because of how their bodies absorb melanin and their are more genetic differences between various groups in Africa than there are between Africans and Europeans meaning it's entirely possible for a black African to be more genetically similar to a white European than to another black African.
