Until you can show us what the man hanging there might have done, otherwise that may or may not have brought about such a thing, then we can't attribute that picture as being a "racist event" without proof.
Back in the olden day's, people would implement quick justice regardless of the person's color, gender or etc, otherwise if the person committed an egregious/heinous crime against a people living in the rural areas of the United States/Poland. Just because he's black/Jewish doesn't mean he is innocent, and just because he's black/Jewish doesn't make him guilty either.
This is not to say that the picture doesn't represent a racist hanging of someone of color, but we can't say that or agree with a picture only, so bring the written content with the picture the next time.
Besides that, the picture could be a drawn fake event, otherwise that was drawn to bring a reaction that would brand the people as racist regardless of the man's possible crimes committed, otherwise crimes in which we don't know about if we can't read the article that should have been associated with the picture as it is being presented.
