For sure the horses need to be behind the marching bands, drill teams and other people on foot. Poor planning by the parade organizers.

There was one parade I recall though that they needed the horses up front and I can't remember why.

But the horses were followed by an army of people using big push brooms to clean up after them. Quite delightful.
