Technically it was enabled by the United States and our NATO allies. We continued to fund, arm, and train the Ukrainian army, while using the Minsk I & II agreements as cover to stall for time. But the truth is, Ukraine never intended to abide by the Minsk agreements.


When Ukraine mobilized a quarter million men to move into the Donbas, Putin called Macron to ask him what the heck the west and Ukraine was getting at. . . and to warn him that the violation of the Minsk agreements would necessitate Russians coming into assist the side of that agreement that was aggrieved and violated against.


. . . so yeah, technically it was Obama that caused the war by allowing USAID to foment an insurrection in Kiev in 2014.
But both Biden and Trump continued the covert subversion by continuing the flow of arms and advisors.
